Should I charge separately for editing?

Yes, at least on the invoice. Even when you quote one package price, showing editing as a line item explains the price and justifies charging for re edits later.

When do clients get the photos?

Common practice is a watermarked preview gallery first, with final high resolution files released on payment. Say so in the invoice terms.
